  • Overview

    Under general direction from HR Director, the Payroll Manager oversees payroll administration. The Payroll Manager is responsible for monitoring all tasks necessary to accomplish the organization’s payroll processing objectives, including relationships with external auditors and state and federal agencies. The majority of the employee’s time is spent planning, coordinating and managing the functions of the payroll department. This position requires an extremely detail orientated person with significant knowledge of payroll administration, including state and federal regulations.


    1. Lead the payroll team in managing the day-to-day activities to support the HR department and other inter-related functions. Foster and maintain positive relationships with payroll constituents, including leadership, and the payroll customer base. 
    2. Serve as an interface between internal/external customers and the functional team members to ensure effective definition of and delivery of payroll applications.
    3. Provide overall prioritization of work assignments and management of functional team resources, and their activities.
    4. Build and maintain a strong functional Payroll Team through effective recruiting, training, coaching, team building and succession planning. 
    5. Prepare and participate in the preparation of staff development plans for each functional associate who is a member of the Payroll Team. Assess the skills and skill levels necessary to achieve payroll work objectives.
    6. Promote proactive approaches using payroll to solve business needs/problems, while also enhancing the understanding and acceptance of payroll capabilities.
    7. Based on business need; negotiate priorities and support requirements with the IT Dept., functional staff at the field locations, and others as appropriate.
    8. Planning, budgeting and forecasting payroll needs and applications. Maintain awareness of vendor plans and the potential impact of those plans on current and future payroll functionality. 
    9. When appraised, the Payroll Manager will review impending business issues that will have a direct impact on payroll and provide leadership with an assessment of the payroll impact, scheduling considerations and other information required for a complete business case.
    10. Develop and maintain reports as needed for HR America’s in addition to Corporate requests.
    11. Significant management responsibility to the functional payroll team members.
    12. Analyzes, prepares and inputs payroll data. Typically uses automated system to produce accurate and timely payroll. Ensures compliance with all applicable state and federal wage and hour laws.
    13. Prepares weekly, monthly, quarterly and year-end reports (gross payroll, hours worked, vacation accrual, tax deductions, benefit deductions, etc.) for management.
    14. Performs various journal entries, account reconciliations, and provides general ledger support.
    15. Maintains current knowledge of applicable state and federal wage and hour laws.
    16. Stays current on payroll systems to achieve alignment with HR benefits and other related and to ensure effective accounting support.
    17. Implements payroll controls to ensure accuracy in payroll processes.  Develops and tracks metrics to evaluate performance and identification of opportunities for improvement.
    18. Partners with the HR team to ensure effective processes and communications are in place.

    • Requires a BS/BA degree in a related field plus 7+ years relevant experience; BS/BA degree.  Specialized or technical knowledge, credentials or licensing required for the position include: A working knowledge of the ADP or similar software application/product.
    • Requires experience with personal computer applications.
    • Knowledge of ADP and Kronos preferred;  
    • 5-7 years previous experience managing a payroll team and  day to day payroll operations is required.

    • While performing the duties of this job, the employee regularly works in an office setting.


    • Local travel to various worksites is required.
